Obtain ECSA PHRF Certificate       2022 PHRF regulations      Changes to PHRF Regs for 2022

There were significant changes that began in the PHRF Regulations for 2016 which have been annually updated. The 2022 version should definitely be read whether you're getting an ECSA or a DIYC certificate.

The following information for obtaining an ECSA PHRF certificate is valid for 2022.

PHRF CERTIFICATES are online and ready to roll (you will receive no mailings).  Here is what you do to get an ECSA (good for all Eastern Connecticut and Off Soundings Regattas) certificate; 

1. Go to and click on the red JOIN button at the top of the home page.  That will take you to a page with instructions for 2022. Please take the link to read the Welcome Letter and then go ahead with the registration process by taking the link to join.

2. Select Membership Type as directed and click "Join Now".

3. Join ECSA, fill in blanks, pay your membership with credit card.

4. Have your old PHRF certificate handy and fill in all of the information. If you had a certificate from a prior year you can import that info into this year's form.  If you need more information on how to fill out the form you can use this link 2022 PHRF regulations to download a printable file containing information and measurement definitions.

5. Submit and you are done.

You will receive e-mail confirming your membership, and notifying you that your handicapper will be in touch with you within the next ten days. Your handicapper will also be automatically notified that your boat is ready to be handicapped. Your handicapper may contact you with questions, or to arrange to measure your boat or sails. Once the handicapper has completed the handicapping procedure, you will be notified by e-mail. At that point, you will be able to log onto the and print out a copy of your PHRF Certificate.

The following information for obtaining a DIYC club certificate is valid for 2022. 

A valid PHRF Race Certificate is REQUIRED to be eligible to race at Duck Island Yacht Club. It must be ON FILE PRIOR to the event.  If you have a valid ECSA PHRF CERTIFICATE, you do not need to get the DIYC CERTIFICATE.  Please read the "Changes to PHRF Regs for 2022" in the link at the top of the page for a summary of changes including the addition of a new DH (double handed non-spinnaker) class.

Club PHRF-2022 Racing Certificates are available for those who are racing DIYC events only.


To submit via e-mail:

1.  Click on DIYC 2022 PHRF APPLICATION (EXCEL) and download to your computer.

2.  Fill in all information make notes on any changes or alterations to the boat.

3.  If you need more information on how to fill out the form you can use this link 2022 PHRF regulations.

4.  When done, save the form as DIYCboatname.xls (Example; DIYCSnowbird.xls. (or .xlsx, Excel file).

5.  Then E-mail this file as an attachment to me at to certify.


I will complete the form and e-mail a copy back to you and to our DIYC Rear Commodore Race.

To submit by land mail:

1. Print the MS Excel file and send to me.

2. If you do not have a MS EXCEL program you can click on DIYC 2022 PHRF APPLICATION (PDF)  to download an Adobe printable file (pdf). Complete that form and mail it to me at Paul von Maffei, 461 Three Corners Road, Guilford, CT 06437.
